A Case Study of Regional Crisis in the Age of Accountability

Abstract

This paper provides a case study of two Missouri court cases with a particular focus on the implications for inter-district student assignment. The study explores ways in which these school transfer cases embody the ongoing contradictions found at the nexus of regional educational disparities and school accountability policies in the St. Louis, Missouri, region. The mixed-method case study incorporates document analysis and geospatial analysis. Our findings indicate that new, more stringent accountability measures are leading to an increasing disruption in the geography of schooling in the St. Louis area. Implications for other metropolitan areas will be discussed.
