Incorporating Teacher Feedback Into Principal Evaluations: Findings From a Statewide Pilot

Abstract

The new educator accountability systems emphasize the importance of high-quality evaluation practices and the related need for adequate measures of principal effectiveness. As primary instructional leaders, principals are tasked with enabling data-driven reflection about curriculum, assessment, instruction, and student progress, as well as creating structures to facilitate school improvement. By using the new principal standards to define indicators of principal effectiveness, our team developed a series of items to be delivered to teachers across Colorado with the goal of measuring the aspects of principal effectiveness that cannot be otherwise captured. This paper discusses survey findings, highlights subject areas where state standards and teacher perceptions were not in alignment, and discusses the role of teacher feedback in developing evaluation instruments.
