In Germany, the school sector is being re-organized to feature more output-orientation and data use at schools in accordance with the new governance model (NGM), following the new public management paradigm. Newly implemented measures, e.g. school inspections, are generating new evaluation data. However, positive effects leading to school improvement can ensue only if the data is put to use in school and classroom practice. There is little research on how perceived changes in structural conditions under the NGM affect teachers’ data use. We analyze these aspects based on data from 1,387 teachers from 124 schools surveyed in the EviS project in the German state of Rhineland-Palatinate using structural equation modeling considering nested data structure.
