Using Japan and the United States as a starting point, this working paper roundtable invites colleagues from around the world to critically analyze the internationalization of standards-based teacher education policies as they address teacher recruitment, preparation, licensing, relicensing, and professional development. Specifically, the session seeks research collaboration to address the question, what are the effects of these policies on “inequalities in opportunities to learn across nations…, educational advancement and school-work transitions”? The initial research framework draws on three theoretical perspectives: standards as policy instruments; teacher learning as a situated, distributed, and social activity; and the unfolding nature of professional development. International collaboration in a robust study should reveal the structural and policy alternatives that respond to the research question.
