How Programmatic Decisions Relate to Student Achievement: Observations from a 5 year evaluation of Title I Services for Non-Public School Students

Abstract

This paper presents observations from the final year of a five-year evaluation of Title I services provided to private school students living in a mid-Atlantic public school system. Data for the evaluation were gathered through interviews and focus groups of key stakeholders (i.e., principals, teachers, and parents), as well as student pre-/post-achievement scores in reading and math. In Year 5, student pre-/post-achievement scores indicated smaller gains than in previous years of the evaluation, and the percentage of students with moderate or higher gains was below program targets for both reading and math. Principals, parents, and teachers perceived that instructional inconsistency, such as the reduction in instructional time and staffing changes that year, negatively impacted the program.
