The paper reports on an investigation of iCollaborate, a three-stage instructional improvement strategy put into place by a small urban district for elementary schools. The strategy incorporates 1) observation of classrooms, 2) professional development related to quality instruction, and 3) collegial discussion prompted by the observation results. Feedback based on the observations has promoted collegial conversation and collaborative planning for changes in instruction and two thirds of teachers responding to a survey indicate that they have made some changes to their practice. Using aggregated classroom observation data within a framework of collaborative analysis, decision-making, and planning has promise for improved teaching and student achievement. The principal is a key factor in the implementation and effectiveness of the program.
