In this paper, I explore the relationship between schools’ use of data and teacher effectiveness. Drawing on use administrative datasets from New York City Department of Education and the Quality Review, I employ a two-level hierarchical model to examine the relationship between schools’ data use and effectiveness of 4th and 5th grade teachers. Average teacher effectiveness is higher, on average, in schools that are rated more highly on the extent to which they use data to guide school improvement. I also find that the relationship between data use and teacher effectiveness is stronger in high poverty schools, which suggests that school culture around data use may have the greatest impact on schools serving the most disadvantaged students.
