Implementation Factors That Affect the Impact of Teacher Evaluation Policy

Abstract

This study compared policy rhetoric surrounding new teacher evaluation measures to narrative accounts of evaluation experiences from local teachers. Overall, evaluation only somewhat mattered to them, as it often failed to live up to its full potential. Implementation flaws and minimal connection between evaluation ratings and improvement strategies contributed to evaluation’s lack of influence. Participants noted that influences on teaching that held greater value were based on sustained, meaningful relationships. If performance feedback was not based on a foundation of trust and respect, teachers found it to be less effective. These findings point towards considering how evaluation is being carried out in schools. They also highlight the importance of developing relationships with teachers and linking evaluation to ongoing professional development.
