Federal teacher education policy has played an increasing role in teacher education programs over the last 30 years. Little in the way of research has been done to understand how teacher education policy within the Higher Education Opportunity Act (2008) has evolved over time. The following paper addresses this gap in the research. Using the qualitative methods of case study and document analysis, this paper discusses the way that federal teacher education policy has evolved since 1980, just prior to the release of A Nation at Risk, through the 2008 reauthorization. Additionally, consideration is given for the evolving definition(s) of accountability in regards to teacher education within this policy.
