Previous measures of Fidelity of Implementation (FOI) for efficacy studies of classroom interventions present minimal evidence for validity. This study describes the process of developing and validating a multidimensional measure of teacher effectiveness in implementing an instructional reading approach, Collaborative Strategic Reading. The BEAR Assessment System (BAS; Wilson, 2005) was employed to develop a series of items related to a multidimensional construct of FOI. All items were piloted with 79 teachers at three time points during the 2013-2014 school year. Findings from multilevel analyses provide preliminary evidence for the dimensional validity of the FOI measure. Demonstrating the relationship between FOI and student outcomes is an important link in understanding how implementation variations influence achievement, specifically for diverse and exceptional learners.
