This paper examines how different instruments for observational evaluation of instruction render judgments about teacher quality. As teacher evaluation systems move to high-stakes consequences for teachers’ promotion, tenure, and retention, this paper investigates whether different instruments render different outcomes regarding teacher performance. The paper also considers the role of raters’ content knowledge in using observational instruments for assessing teachers.
