Meeting ELLs’ Needs with RtI2: A Case Study of the Implementation of Tier 2 Intervention
This study examined how the Response to Instruction and Intervention (RtI2) framework was implemented at a culturally and linguistically diverse urban school with first and second grade English language learners (ELLs) to determine: (a) how the Tier 2 component of RtI2 was implemented to address the needs of ELLs, and (b) how teachers perceived and experienced the implementation of the Tier 2 framework. The study focused on the classroom culture and how teachers’ views shaped the way Tier 2 of RtI2 was implemented. Embedded in this case study investigation was a program evaluation that focused on a specific Tier 2 intervention program called Burst.
