Using both quantitative and qualitative research methods and social network analysis, this research aims to understand of how individual and group social networks ultimately impact decisions related to ELL reclassification in order to help educators and policymakers better understand how to serve the ELL population. In the absence of any well-developed theory in this area, this project provides insight into the process by which a group of individuals make decisions about ELLs to understand how individuals and groups make sense of, interpret, and implement education policy provided to them at the state level.
