Developing a System for Teacher Judgments: The Development Process and Comparisons With Standardized Test Results

Abstract

Teachers in New Zealand elementary schools are required to make Overall Teacher Judgments (OTJs) to assess their students’ achievement and progress against National Standards in reading, writing and mathematics. Concerns about the validity and reliability of OTJs have led to the development of the Progress and Consistency Tool (PaCT). The PaCT will allow teachers to use richly illustrated decision frameworks to form their OTJs in each area of learning. A research program involving several hundred schools nationwide, has informed the development of the PaCT. This paper describes the development of the PaCT, including analysis undertaken to explore the association between PaCT scores generated by teachers and scores achieved by students on standardized tests.
