The purpose of this qualitative case study was to understand and give explanations to the lived lives and trajectories of ELs in order to effect change in the schooling of ELs. The research questions were: (1) How does ELs’ English proficiency impact their learning of academic English and content? (2) What challenges do ELs face in schools in terms of programs, teacher responses, and school community cultures and practices? (3) What would effective instruction and program for ELs be? Analysis of the data through a critical lens indicated that definitions of race in dominant ideology and dynamics of power relations between teachers and ELs structured barriers for educating ELs.
