Abstract

Using both frame-analysis and a policy web, this paper unpacks the underlying ideologies, relationships, political agendas, and power structures embedded within the 2010-2012 Massachusetts edTPA pilot and field test. Drawing upon extensive institutional and national media data, this paper situates the Massachusetts edTPA implementation within the larger national discourses regarding teacher education, teacher quality, and preservice teacher evaluation. The overall analysis suggests that the pilot and field test of Massachusetts edTPA is influenced by multiple forces including individuals, philanthropic institutions, government agencies.
