Abstract

Charter schools have been expanding into smaller suburban districts with diverse communities. The growth of charter schools raises questions about the future of the school districts and the communities they serve. Since funding follows the students, districts lose money each time a student chooses to attend a charter school. Using interviews, documents reviews, enrollment data and observations, this case study examines the development, growth and impact of charter schools on two small suburban districts.
