Special Education Students Left Behind on a Military Base: Addressing the Principal–Agent Problem

Abstract

This study will address the experiences and concerns of military connected parents with special needs children as they adjust in their transition to Fort Hood from previous military bases and school districts. We will investigate state and federal policies affecting the education of students with special needs and evaluate how well the Killeen Independent School District (KISD) followed the policies through the experiences of the parents being interviewed.
