Impact Evaluation of the TAP System in Orangeburg School District 3 (South Carolina)

Abstract

We studied the impact of a federal Teacher Incentive Fund-Cycle 3 (TIF-3) grant award to South Carolina’s high-needs Orangeburg School District 3 (OGB3), facilitating implementation of TAP™: The System for Teacher and Student Advancement. The composite effectiveness rating for teachers, using observational scores and student achievement measures, increased by 10% from 2012-13 to 2013-14. Furthermore, OGB3 retained effective teachers; of the teachers judged effective in 2012-13, 92% were retained into the 2013-14 school year. OGB students improved in the percentage of students meeting or exceeding standards in ELA, science, social studies, and writing, relative to a group of covariate matched comparison schools. OGB3 schools have also made substantial progress in reducing achievement gaps between Black and White students.
