The study examines the role perceptions of superintendents in Israel operating in a transitional time from a centralized toward decentralized educational system. Using metaphors, 129 superintendents described themselves as omnipotent, but also frustrated because of the conflictual situations within which they operate. We identified three main themes: a) the superintendents view of themselves, expressed in flattering images; b) the circumstances of the superintendents' role performance, facing role conflicts and pressures from different levels of the organizational hierarchy; c) their functionality and impact as facilitators rather than leaders in complex educational processes. While the rhetoric stresses decentralization, in practice, centralization still prevails. The metaphors show the complexity of the transitional phase within which the superintendents in Israel act.
