A Critical Discourse Analysis of Taiwan's Overseas Studies Policy (2000–2014)

Abstract

Overseas studies scholarship programs are always considered as crucial to international and intercultural exchange. While the majority of literature focuses on their influences on international exchange and inter-cultural dialogues, this research uses critical discourse analysis to unpack driving discourses of Taiwan government’s newly developed programs since 2000, including fellowships for graduate degrees, low-interest loans for working-holidays and travel abroad, as well as short-terms exchange programs…etc. Tracking the discourses embedded in the texts related to these new programs, such as government documents, news reports, and interview narratives of program officials, reveals the ways in which a globalized neo-liberal discourse that sees oversees studies as a service for individuals to choose to strengthen their future mobility, career competitiveness, and cosmopolitan.
