Abstract

This mixed methods study examines the usage of the Educational Leadership Constituent Council (ELCC) standards and the Interstate School Leaders Licensure Consortium (ISLLC) standards by educational leadership preparation programs and state education agencies (SEAs). Two web-based surveys were developed and distributed to preparation program faculty nationally and 51 state education agencies. Data were collected from 169 institutions and 37 states. Findings will inform the development of the new National Educational Leadership Preparation (NELP) standards. Over three-fourths of stakeholders mandate alignment to one or both of the ELCC/ISLLC standards. Seventy eight percent of programs report changes in content. Preparation programs most frequently cite program improvement as their reason for program review, while all SEAs cite program approval as their primary purpose.
