This paper explores leadership skills amongst three teams of teachers, and the extent to which participation in a school reform design and implementation process developed leadership capabilities. We assess levels of human, social, cultural, and economic capital through analysis of interviews with administrators, teachers, and school-based team members, and observations of team meetings over a three-year period. Participants’ initial possession of these forms of capital varied, which influenced their successful participation in the process, but participation also led to development of capital.
