The increasing shortage of qualified special education teachers has made it difficult to provide quality education for the diverse population of students with disabilities. This study used Herzberg’s Motivation to Work Theory to suggest the relationship between worker motivation and reasons special educators choose to enter into special education, move positions, or leave. A qualitative case study design was used to study the perceptions of staff in the Riverville Special Education Cooperative (RSEC) and member districts. Data was collected through individual and focus group interviews, and document collection. Findings lead to the conclusion that blurred lines exist in communication, experiences of special education teachers differ by district, and the district and cooperative culture influence satisfiers and hygienics.
