This study reports on a voluntary network of juvenile justice facilities that have agreed to raise the quality of the educational services provided to youth in their care. As part of that effort, they provide Career and Technical Training as key component of their educational program. This study reports on the efforts of these facilities to implement CTE in the context of juvenile justice facility and the degree to which these programs are able to implement high quality CTE aligned with internal standards as well as best practices from the research literature. The study also examines variation in CTE and academic exit outcomes by type of facility (residential or community-based), youth characteristics (age, risk level), and CTE program.
