Assessment of citizenship competence has become common practice since the assignment of citizenship education to schools in most countries. However, assessment can serve various goals, and the suitability of various types of instruments depends on the alignment with these. In this paper we evaluate the attributes of different types of instruments and their suitability to assess citizenship competence. Tests and questionnaires, portfolios, serious games, and vignettes are each evaluated in terms of seven attributes relevant to instruments aiming to assess students’ citizenship competence.
