The purpose of this study was to investigate a consortium of three inner-city, low-income, Catholic elementary schools that, during the past two school years, have attempted to create and implement an inter-school collaborative venture. This venture can be conceptualized as a consortium; schools collaborated on shared governance, financial responsibility, policies, and practices. Utilizing a “communities of practice” theoretical lens we identify the common purpose, mutual engagement, and shared repertoire of this consortium implemented to support the vitality of these three schools. During a time when Catholic schools are struggling with declining enrollment and school closures, this study evaluates the consortium by examining data beyond enrollment to identify the nuances that contribute to an effective community of practice.
