What Matters Most for Student Assessment Systems? A Framework, Tools, and Findings for 40 Countries

Abstract

National governments and international agencies are increasingly recognizing the key role that assessment of student learning plays in an effective education system. Based on demand from countries, the World Bank developed the SABER-Student Assessment program, which documents and analyzes K-12 student assessment systems in both developed and developing countries around the world. The goal is to promote stronger assessment systems by making available, in one easily accessible location, information and tools based on the latest evidence for what works. This paper describes the SABER-Student Assessment program, presents results for 40 countries, and discusses the program’s contribution to the evidence on what matters most for student assessment systems that support better educational results for all.
