Research identifies leadership as second only to classroom instruction among school related factors that contribute to student learning (Leithwood, Louis, Anderson, & Wahlstrom, 2004; Marzano, Waters & McNulty, 2005). Recent changes in policy related to leadership preparation and licensure in many states have served as a catalyst for universities to reframe the focus of leadership preparation and development programs. School-University partnerships provide a powerful support for creating capacity when performance expectations for preparation programs are collaboratively identified. The purpose of this paper is to describe a school-university partnership that resulted in the development and initial validation of a leadership competency model. Multiple perspectives from faculty researchers, applied research team members, and K-12 administrators are included in review of results.
