Abstract

This paper draws from a longitudinal, mixed-methods study examining the policy actors and forms of agency in policymaking in the context of the Texas State Legislature. Central to my inquiries are whose knowledge is privileged in decision-making processes and whose knowledge is not, and the implications therein on educational opportunities for students and broader communities—the growing majority of whom are low-income people of color. Guiding this research is an extensive body of knowledge on the socio-historical and socio-political aspects of Chicano/Latino education and political participation, and Chicana feminist notions of intersectionality that acknowledge the raced, gendered, and class-based dimensions of social and political life that are embedded in the people, practices, and politics of policy as text and praxis.
