This study critically examines the University Council for Educational Administration/New Leaders Framework for Evaluating School Leadership Preparation Programs. The Framework, intended for use by state policymakers in creating evaluation and accountability systems, includes four Measurement Areas (Inputs, Processes, Outputs, and Program Graduate Outcomes) and 19 Indicators. In this study, we present the strengths and weaknesses of each indicator and then rate the degree to which each indicator is supported by research. We found few of the indicators have a substantial research base. Moreover, we also argue that most of the output/outcome indicators have a high potential for being unfairly biased against certain types of programs. Overall, we argue that the Framework—while valuable—should not be used for high-stakes purposes.
