Modern private foundations, non-profit organizations that are charitable in nature but actively seek out potential grantees, practice “strategic giving” to do specific work that supports the foundation’s stated mission or goal (Cuban, 2015; Reckhow, 2013; Bill and Melinda Gates Foundation, 2015). Such practices allow private foundations enormous impact on public education policy without government oversight or public accountability (Cuban, 2015). The paper proposed here is a case study of private foundations’ strategic funding for the Common Core that presents data and findings regarding the purpose strategies of private foundations supporting the Common Core State Standards. T his paper will also discuss the impact of such purpose strategies on education policy and future policy development and implementation.
