This paper reports on the initial findings from a collaborative school turnaround initiative. The initiative, called the Blueprint for District-led School Turnaround (BDLST) is a partnership among a university, an intermediate school district (ISD), and two local school districts (LEAs). BDLST is focused on two goals related to school turnaround. The first is to implement a systems-level framework—or blueprint— for school turnaround. And, the second is to collect empirical evidence to refine a theory of action that can be used as a tool for school turnaround at scale.
