This study investigates the use of inclusion in K-12 school settings for students with disabilities in Spain and Portugal. A case study approach is used to examine models of inclusion programs for students with disabilities in Spain and Portugal. The literature review for Spain and Portugal found specific guidelines and policies for inclusion related to each country. Interview and observation results indicated four overarching themes of philosophies of inclusion, models and practices, measurement of effectiveness, and teacher preparation. Perspectives of stakeholders illuminate the relationship between inclusion policy and actual practice in these two countries. Overall, this study serves to inform education faculty around the world about inclusion models and practices shaped by policy.
