Recent studies have shown that over half of minority populations and a majority of low-income families live in suburban communities in the larger metropolitan areas. Even though suburban communities are no longer exclusively racially homogenized spaces, extreme inequalities persist along suburban school district boundary lines. This study seeks to analyze how housing polices and practices of governmental entities contributes to education and residential segregation within suburban communities, and the impact of existing segregation on the educational opportunities of minority and low-income students in four suburban school districts in Montgomery County, Pennsylvania.
