Guided by the pursuit of social justice, remedial education has increasingly been implemented schools as a top-down systematic approach toward closing achievement gaps in Taiwan. However, academic achievement has not improved much for students from lower socioeconomic background and in remote areas. This issue brings to the question of if needed learning support is provided for the economically deprived and culturally disadvantaged students in schools. Thus, based on the data collected from a 4-year teacher profession development program for remedial education, this study investigated into teachers’ reactions to remedial education to have a reflective assessment of the government-imposed remedial policy in Taiwan. Based on the findings an interactive systemic model is proposed for the implementation of remedial education for social justice.
