Move On When Reading (MOWR) is an Arizona policy to retain third grade students whose state reading scores fell in the bottom performance level. This qualitative study documents and describes MOWR implementation across Arizona through classroom observations and 53 interviews with district and school staff from five districts. MOWR contributed to an increased focus on reading in K-3 to prevent third grade retention. Findings suggest that the possibility of retention increased pressure on, but also motivated, teachers, parents, and students. Yet, there were gaps in communication across levels of the system and resulting confusion about the policy and its implications. This study can inform what may contribute to retention outcomes and how district and school structures may influence those outcomes.
