This study addresses the under-theorization of international (graduate) students at a Canadian university. Using institutional ethnography, informants from nine countries provided insight into how and why they chose Canada to become cross-border learners. Following Marginson, a reconceptualization of the cross-border learner as being involved in a self-directed process of self-formation. This study will be of interest to administrators, faculty, international students and policy makers willing to consider a new take on an increasingly important stakeholder group on Canadian campuses.
