Quality Improvement of Vocational Education and Training Through International Professional Competence Diagnostics

Abstract

International comparative programs in general education like PISA and TIMSS have led a shift of quality control in education from ‘input’ oriented to ‘output’ oriented. Up to present, Quality assurance and improvement in vocational education and training (VET) lake such kinds of concepts and effective instruments. The COMET professional competence assessment program fulfills the gap. As part of an international cooperative research, studies conducted in China show that professional competence development, as a core part of quality in VET, can be an effective indicator of output-oriented quality control. The results are useful for school administers and teachers to deep their views on teaching and learning process, and provide empirical evidence for policy makers of VET.
