In 2012-13 Newark Public Schools (NPS) ratified a new teacher contract with the Newark Teachers Union (NTU). The goal of the NPS/NTU contract and associated initiatives is to implement a high-quality measure of teaching effectiveness and use it to support and manage teachers in ways that improve student outcomes. The contract includes five levers for change: (1) Teacher evaluations; (2) Teacher input on evaluation process; (3) Differentiated teacher pay; (4) Expanded learning time; and (5) School-based decision making. This session presents findings after one year of contract implementation, including the validity and reliability of the new evaluation system, teacher and school leader perceptions of the reforms, and the impact of the initiative on teacher retention.
