Privacy Versus the Integrity of Research and Evaluation in Schools

Abstract

To protect personally identifiable information (PII), schools may have de-identified databases so much that research and evaluation (R&E) is at risk. This process either prevents the collection of necessary data elements or deletes them from student records. At times, the de-identification is ineffective, unnecessary, or almost always, there is a better methodology available. This study describes a three-tier alternative. A Tier 1 data warehouse provides quality data for official statistics and valid R&E designs. A Tier 2 de-identified database provides data for analytic and informational purposes. A Tier 3 aggregate public reporting portal provides official statistics with masking. A data governance system protects both PII and the integrity of data for R&E.
