Improving Educational Equality for Newcomer Youth Through Building Welcoming Communities: Policy, Programs, and Strategies

Abstract

In the past decade, many smaller Canadian provinces and municipalities have become more pluralistic, multilingual, and multicultural because of the large number of immigrants and refugees. Drawing from a three-year qualitative research program, this paper examines policies, programs and practices related to improving the educational equality for immigrant and refugee students in Prince Edward Island, Canada through building welcoming communities. Presenting the high-impact practices and programs to support the integration of immigrant and refugee students and how the provincial ecological systems interact to support or subvert student progress, this paper offers context-specific policy considerations and practical recommendations to building welcoming communities for newcomer students and to improve the education equity by supporting their education, adjustment, and career development.
