Subgrouping Segregated Students: The Promise of Group-Specific Policies for Promoting Equity in Segregated Schools

Abstract

In this paper, I draw upon empirical research and organizational theories of policy implementation to develop a framework for understanding the impacts of group-specific policies on equity among students of color in segregated minority schools. I first review the historical rise of group-specific policies as tools to promote educational equity, and then I consider the various ways in which policy implementation may affect inequality among students of color. I conclude by posing questions for future research.
