Despite the abundance of research on the impact of literacy interventions, limited research exists on the impact of collaborative intervention models. This study explored how a district-community partnership, comprised of seven non-profit community partners that serve five elementary schools in a single school district, raised community literacy. This collective case study used semi-structured, one-on-one interviews to investigate the perspectives of 17 different members of the partnership: 11 directors of community organizations, 4 school principals, and 2 district personnel. In addition, longitudinal student data were analyzed. Results revealed great potential for impact on community literacy. Yet, particular struggles were endured: partners appeared to be focused on individual goal achievement, and evidence indicated a lacking of a clear, shared vision for success.
