This study investigates how clinical practice, academic knowledge and policy regulations shape the design and enactment of university practicum programs in teaching and social work. We examine this from the perspective of university- and field-based professional educators involved in the practicum. Based on qualitative methods used with 56 participants, the study suggests that in order to create a coherent and effective practicum program, university and workplace perspectives to clinical practice should be aligned and policy regulations should officially recognize the importance of preservice education programs and motivate practitioners to partner with them. The study offers an integrative model for understanding the design and enactment of practicum programs as shaped by the different dimensions of the professions.
