Supportive Housing Contexts and Educational Opportunities for Foster Youth Transitioning out of Care

Abstract

Stable housing is essential for youth transitioning out of foster care. This paper identifies gaps in housing services provided to youth, housing needs expressed by youth and strengths and changes that can address housing needs. Data was collected as part of a two-year collaboration grant from the U. S. Department of Health and Human Services. The research team conducted participant observations, surveys focus groups with youth, and group discussions with agency personnel to identify gaps in services and make recommendations for changes. Youth identified needs for strong housing plans, supportive adult mentors, on-going housing assistance, life skills and supportive transitional housing versus emergency housing. Policies need to address a shortage of appropriate transitional housing for youth leaving state care.
