This study seeks to broaden the limited scope of research on teacher perceptions of teacher evaluation systems to mediate improvement in school effectiveness. The researchers created a questionnaire that consisted of twenty-five Likert-based items with four open-ended response questions which focused on the three areas of the Ohio Teacher Evaluation System (OTES): general implementation, the teacher performance section, and the student growth measures section. The 8,382 participants reported an increase in understanding of, confidence in, and interaction with the Ohio Teacher Evaluation System as time progressed over the three years of the study. However, the participants continued to report a decrease in their perception that the OTES will improve the teaching and learning for their students.
