Using Stufflebeam's Context, Input, Process, and Product Model to Verify Process: To What Extent Was the Program Implemented?

Abstract

The purpose of the paper is to describe, through mixed methods, whether objectives identified in a state department of education request for proposals were implemented among 20 program grantees (representing 96 school districts). The Virtual Advanced Placement Program (VAP) was a $24 million sub-grant funded through $700 million from the American Recovery and Reinvestment Act of 2009 (ARRA). This paper provides process information and process outcomes that include positive implementation as well as failure to implement. Implementation focuses on promised professional development, inclusion of students living in poverty, and the extent to which grantees provided true blended or online VAP courses.
