Dual Enrollment and Dual Credit in Kentucky: Examining Program Implementation, Participation, and Completion

Abstract

This paper reports findings from a mixed methods examination of dual enrollment programs in Kentucky conducted by Regional Educational Laboratory (REL) Appalachia at CNA 2012-2017. Findings indicate that dual enrollment programs were prevalent across Kentucky and that districts were working to expand programs, but participation and completion rates varied by student and school characteristics. Program implementation also varied widely across and even within districts in course offerings, student supports, quality assurance measures, costs, and other features. These findings provide actionable information for policymakers as they scale up dual enrollment programs, including possible supports needed to increase the number of course instructors, and to ensure access for rural, low-income, and minority students.
