Full service community schools (FSCS) seek to address inequality of educational opportunity by connecting families and children to community-based services, including health services, social services, and after school programming. While FSCS have existed for decades, they received a significant boost in 2010 with the creation of the federal Full-Service Community Schools Grant Program. This paper examines the creation and early implementation of the federal Full Service Community Schools Grant program, examining the program’s origins, scope, and grantees. The data for the paper include the federal Request for Proposals (RFPs), the 32 funded FSCS applications, and targeted interviews with both federal officials and advocates involved in the program at the federal level.
